{"id":12555,"date":"2026-02-06T04:00:16","date_gmt":"2026-02-06T00:00:16","guid":{"rendered":"https:\/\/medscriptum.org\/kvota-psiqotropuli-dokumenti-preparati-2026\/"},"modified":"2026-02-06T04:09:58","modified_gmt":"2026-02-06T00:09:58","slug":"kvota-psiqotropuli-dokumenti-preparati-2026","status":"publish","type":"post","link":"https:\/\/medscriptum.org\/en\/kvota-psiqotropuli-dokumenti-preparati-2026\/","title":{"rendered":"The state quota for psychotropic substances for 2026 has been determined"},"content":{"rendered":"<p data-start=\"94\" data-end=\"576\"><span style=\"font-size: 12pt;\">The document approved in relation to psychotropic substances, entitled<\/span><br data-start=\"164\" data-end=\"167\" \/><span style=\"font-size: 12pt;\"><strong data-start=\"167\" data-end=\"422\">\u201cOn the Establishment of the 2026 Domestic Quota for Certain Substances Subject to Special Control That Are Not Subject to International Control, as well as for Certain Medicinal Products Equated to Pharmaceutical Products Subject to Special Control,\u201d<\/strong><\/span><br data-start=\"422\" data-end=\"425\" \/><span style=\"font-size: 12pt;\">was jointly signed on January 30, 2026, by the Minister of Health, Mikheil Sarjveladze, and the Minister of Internal Affairs, Gela Geladze.<\/span><\/p>\n<h3 data-start=\"578\" data-end=\"609\"><span style=\"font-size: 12pt;\">What the document regulates<\/span><\/h3>\n<p data-start=\"611\" data-end=\"695\"><span style=\"font-size: 12pt;\">The document establishes <a href=\"https:\/\/matsne.gov.ge\/ka\/document\/view\/6769570?publication=0\" target=\"_blank\" rel=\"noopener\">Georgia\u2019s domestic quotas for 2026 for substances<\/a> that:<\/span><\/p>\n<ul data-start=\"696\" data-end=\"872\">\n<li data-start=\"696\" data-end=\"748\">\n<p data-start=\"698\" data-end=\"748\"><span style=\"font-size: 12pt;\">are not subject to international narcotic control,<\/span><\/p>\n<\/li>\n<li data-start=\"749\" data-end=\"800\">\n<p data-start=\"751\" data-end=\"800\"><span style=\"font-size: 12pt;\">require special state supervision within Georgia,<\/span><\/p>\n<\/li>\n<li data-start=\"801\" data-end=\"872\">\n<p data-start=\"803\" data-end=\"872\"><span style=\"font-size: 12pt;\">or are equated to pharmaceutical products subject to special control.<\/span><\/p>\n<\/li>\n<\/ul>\n<p data-start=\"874\" data-end=\"1068\"><span style=\"font-size: 12pt;\">Accordingly, the state determines the amount (in grams\/kilograms) of<\/span> these substances that may be legally used within the country, including for importation, production, and medical use.<\/p>\n<h3 data-start=\"1070\" data-end=\"1136\"><span style=\"font-size: 12pt;\">Quotas established for 2026 apply to the following substances:<\/span><\/h3>\n<ul data-start=\"1137\" data-end=\"1298\">\n<li data-start=\"1137\" data-end=\"1163\">\n<p data-start=\"1139\" data-end=\"1163\"><strong data-start=\"1139\" data-end=\"1151\">Baclofen<\/strong> \u2013 1,000 g<\/p>\n<\/li>\n<li data-start=\"1164\" data-end=\"1193\">\n<p data-start=\"1166\" data-end=\"1193\"><strong data-start=\"1166\" data-end=\"1180\">Gabapentin<\/strong> \u2013 80,000 g<\/p>\n<\/li>\n<li data-start=\"1194\" data-end=\"1219\">\n<p data-start=\"1196\" data-end=\"1219\"><strong data-start=\"1196\" data-end=\"1209\">Zopiclone<\/strong> \u2013 800 g<\/p>\n<\/li>\n<li data-start=\"1220\" data-end=\"1250\">\n<p data-start=\"1222\" data-end=\"1250\"><strong data-start=\"1222\" data-end=\"1236\">Pregabalin<\/strong> \u2013 120,000 g<\/p>\n<\/li>\n<li data-start=\"1251\" data-end=\"1298\">\n<p data-start=\"1253\" data-end=\"1298\"><strong data-start=\"1253\" data-end=\"1286\">Trihexyphenidyl hydrochloride<\/strong> \u2013 8,000 g<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1300\" data-end=\"1532\"><span style=\"font-size: 12pt;\">From a healthcare perspective, these substances are widely used in neurology, psychiatry, and pain management. However, due to their high potential for addiction and non-medical use, strict state control is deemed necessary.<\/span><\/p>\n<h3 data-start=\"1534\" data-end=\"1555\"><span style=\"font-size: 12pt;\">What has changed?<\/span><\/h3>\n<p data-start=\"1557\" data-end=\"1613\">The previous year\u2019s regulation set the following quotas:<\/p>\n<ul data-start=\"1614\" data-end=\"1718\">\n<li data-start=\"1614\" data-end=\"1639\">\n<p data-start=\"1616\" data-end=\"1639\">Zopiclone \u2013 400 g<\/p>\n<\/li>\n<li data-start=\"1640\" data-end=\"1669\">\n<p data-start=\"1642\" data-end=\"1669\">Pregabalin \u2013 50,000 g<\/p>\n<\/li>\n<li data-start=\"1670\" data-end=\"1718\">\n<p data-start=\"1672\" data-end=\"1718\">Trihexyphenidyl hydrochloride \u2013 10,000 g<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1720\" data-end=\"1855\">Under that regulation, <strong data-start=\"1743\" data-end=\"1817\">gabapentin and<\/strong> baclofen were not subject to quota restrictions in 2025, whereas they were added in 2026.<\/p>\n<p data-start=\"1857\" data-end=\"2159\">It is noteworthy that neither the previous year\u2019s list nor the current one includes zaleplon, dextromethorphan, or tropicamide, which were present in the lists through 2023.
